Poker Players Alliance Hits 1 Million Member Mark

Announces Voter Registration Drive, PokerPAC

The Poker Players Alliance has reported that it has gone over the 1 million membership mark in April. As of today, it boasts a membership of 1,000,045 members.

The PPA also launched a voter registration program and a political action committee (PAC).  The voter registration drive is called "If You Play, Have a Say," and the PPA set its goal to register 100,000 poker players as new voters this year.

The PPA set up a website where anyone can register to vote in their state: www.poker2008.org.

The "If You Play, Have A Say " will have its presence known at this year's World Series of Poker, which begins May 30, where it will have an on-site voter registration booth. On-site voter registration drives will also take place in selected states.

The PPA's newly-formed PokerPAC is open to dues-paying members of the PPA, as well as PPA board members and employees. PPA Chairman and former Congressman Al D'Amato is the PokerPAC chairman. Former Congressman Toby Moffett is the vice chairman, and Annie Duke will serve as honorary PokerPAC board member. The PokerPAC will be used to  sharpen its lobbying efforts on Capitol Hill.

Frank, Paul Introduce Legislation to Stop Implementation of Antigambling Regulations

Washington, DC - House Financial Services Committee Chairman Barney Frank (D-MA) and senior Financial Services Committee member Ron Paul (R-TX) have introduced legislation to prohibit the federal government from issuing regulations called for in the called for in the Unlawful Internet Gambling Enforcement Act of 2006.  The legislation, H.R. 5767, will forbid the Secretary of the Treasury and the Board of Governors of the Federal Reserve System from proposing, prescribing, or implementing any regulation that requires the financial services industry to identify and block internet gambling transactions.

"These regulations are impossible to implement without placing a significant burden on the payments system and financial institutions, and while I do disagree with the underlying objective of the Act, I believe that even those who agree with it ought to be concerned about the regulations' impact," said Rep. Frank.

"The ban on Internet gambling infringes upon two freedoms that are important to many Americans: the ability to do with their money as they see fit, and the freedom from government interference with the Internet. The regulations and underlying bill also force financial institutions to act as law enforcement officers. This is another pernicious trend that has accelerated in the aftermath of the Patriot Act, the deputization of private businesses to perform intrusive enforcement and surveillance functions that the federal government is unwilling to perform on its own," said Rep. Paul.

Specifically, at issue is the fact that the regulations, like the underlying legislation, fail to define the term "unlawful internet gambling," leaving it to each financial institution to reconcile conflicting state and federal laws, court decisions and inconsistent Department of Justice interpretation, when determining whether to process a transaction.  Furthermore, some of the information needed to make this determination would likely be unavailable to banks, either because customers or financial institutions in foreign jurisdictions are unwilling or unable to provide it.  At the hearing, the regulators themselves admitted that there are substantial problems in crafting regulations to implement the UIGEA that does not have a substantial adverse effect on the efficiency of the nation's payment system.

Chairman Frank and Congressman Paul opposed the UIGEA, and the two have been working on legislation, H.R. 2046 that would license and regulate online gaming.  However, it was clear at the hearing that the regulations are unworkable for the financial services industry, and this bill would, therefore prohibit their implementation.

On Wednesday, April 2, the DIMP Subcommittee held a hearing "Proposed UIGEA Regulations: Burden Without Benefit?" to examine the regulations issued last year by the Federal Reserve and Treasury on the Unlawful Internet Gambling Enforcement Act, which garnered more than 200 comment letters.

PPA Recap on UIGEA Hearing

Today, the House Financial Services Committee held a hearing to discuss the UIGEA regulations and the burden it imposes on the financial services industry.  By all accounts the hearing was a huge success that verified what the PPA and others have been saying all along: prohibition does not work.  It also reaffirmed our position that there is no federal statute that would preclude someone from playing a game of skill, like poker, on the Internet.  

While we in the poker community have been incensed by UIGEA's trampling of personal freedoms, it was reassuring to hear from the banking community that from a practical standpoint UIGEA is completely unworkable and unreasonable.  The testimony of the banking witnesses was outstanding and very helpful to our goal by showing how the UIGEA is unenforceable.  

Even the regulators (the U.S Department of Treasury and the Federal Reserve Board) were not comfortable or willing to defend the proposed UIGEA regulation and conceded that the lack of clarity of what is an "unlawful internet gambling" transaction has made their job very difficult.

Most significant were the statements and questions from members of Congress, Republicans and Democrats, that were so critical of the UIGEA regulations and the underlying bill which was passed in 2006. One member of Congress even said that she voted for the UIGEA before, but would vote against it today.

The question of poker being a game of skill also got center stage at the hearing.  Rep. Wexler, the author of the Skill Game Protection Act (H.R. 2610), questioned why banks should be forced to block poker transactions when the person playing was clearly not violating any federal or, in many instances, state gambling laws.  The befuddled witness could only shrug her shoulders.  Rep. Wexler once again proved he is a champion for the poker community.

We also want to thank PPA members who encouraged their members of Congress who serve on the Sub-Committee to attend the hearing.  Rep. Gutierrez, the Sub-Committee Chairman, noted that this was one of the most well attended hearings he has chaired and one of the liveliest discussions he has seen in his Sub-Committee.

Don Cheadle teams up with Annie Duke to Ante Up for Darfur

Professional poker player Annie Duke has teamed up with actor Don Cheadle to present the 2008 Ante Up For Africa poker tournament at the World Series of Poker(r)at 2pm (PT) on Wednesday, July 2nd at the Rio(r) All-Suite Hotel & Casino in Las Vegas.

Over the last four years, fighting in the Darfur region of western Sudan has left 200,000 dead and driven another 2.5 million people from their homes. Now, having survived violence, atrocities and abductions, they are living in squalor in refugee camps in Chad and Sudan. The situation is definitely grim but there is some good news: the world is finally starting to pay attention, in no small part due to concerned citizens who are ratcheting up the heat on political leaders and demanding an end to the violence.

Last year's event featured dozens of Hollywood celebrities and poker professionals including Ben Affleck, Matt Damon, Adam Sandler, Ray Romano, Cheryl Hines, Mekhi Phifer and many more and raised more than $700,000 for the victims of the humanitarian crisis in Darfur.
